SPANISH SAILING LEAGUE
STATE LOTTERIES AND BETTING TROPHY
Monte Real Yacht Club December 13, 14 and 15, 2019

 

1. INTRODUCTION

1.1. The Spanish Sailing League (LEV) – Loterías y Apuestas del Estado Trophy is a national competition between Clubs.
1.2. Each event is sailed on Figaros and Bavaria B One Class one-design boats provided by the Organizing Authority.
1.3. The League is made up of two events of three days each in which fleet trials will be sailed with direct judgment at sea. The tests will be short between the representatives of each Club, which will sail against each other.

2. ORGANIZING AUTHORITY

2.1. The Spanish Sailing League – State Lotteries and Betting Trophy is organized by the Royal Spanish Sailing Federation, the Monte Real Yacht Club of Baiona and the Arenal Yacht Club and is sponsored by the State Lotteries and Betting State Society.
2.2. The venues and dates of each day are: Monte Real Club de Yates de Baiona from December 13 to 15 and Club Náutico Arenal from February 14 to 16, 2020.

3. RULES

3.1. The LEV will be governed by the rules, as defined in the Sailing Regattas Regulations.
3.2. World Sailing Addendum Q will apply. 3.3. [DP] The rules of use of the boats included in the sailing instructions
3.4. [DP] RRV 40 is modified in the sense that it will be applicable at all times while sailors are sailing or changing boats.
3.5. It is added to rule 41: “e) help to recover from the sea and embark a crew member, provided that this occurs in the approximate situation where he was rescued.

3.6. The decisions of the Protest Committee will be final in accordance with RRS 70.5(a).
3.7. In all the rules that the LEV governs, the notation[NP] refers to the fact that an infraction of that rule will not be a reason for protests between boats. This amends RRS 60.1(a).

4. ELIGIBILITY

4.1. Those Clubs affiliated with the RFEV and up to date with their obligations in 2019 may participate in the LEV.
4.2. Each Club may only register one team.
4.3. The teams will be made up of 4 or 5 crew members, one of whom must be of a different gender and the total weight of the crew dressed in swimwear may not exceed 350 kg.
4.4. All crew members who make up the team must have a federative license from the Club they represent.
4.5. All crew must be at least 16 years old. Minors must present an authorization from their legal guardian for their participation available on the League website, without which their participation will not be allowed.

5. ADVERTISING

5.1. Boats will only display advertising provided by the organizing authority in accordance with World Sailing regulation 20.4.2.
5.2. Participating Clubs may display advertising on the ground as long as they have the authorization of the Club hosting the event.

6. REGISTRATION

6.1. Registrations must be made by each participating Club through the League website http://ligavela.rfev.es before November 30, 2019, sending a copy of the bank transfer to: servicios@rfev.es
6.2. Registration fees are €600 per team (two events), transfer of the boat included, which will be paid by bank transfer to:

6.3. Registrations will be accepted in strict order of receipt. A registration will not be considered completed until payment of the registration fees is made.
6.4. The Organizing Committee reserves the right to accept entries received after the deadline established in section 5.1 of this Notice of Races.

7. CLUBS REGISTRATION

7.1. The person in charge of each team must register and personally sign the registration form at the Regatta Office before 09:30 a.m. on the first day of each day.
7.2. The registration is conditioned to the presentation, before the appointed time, of the following documents:
a) Signed Registration Sheet
b) RFEV 2019 Federative License of each crew member (2020 on the second day).
c) ID of each team member
d) Contact phone number
e) Proof of payment of registration fees
f) Crew Weigh-in

8. PROGRAM. VENUES AND TYPE OF BOATS

8.1. The event program is as follows:
8.2. The attention signal for the first test of each event is scheduled at 11:00. The first team meeting will take place at 10:00 a.m. on the first day of testing
8.3. On the last day of each event, no warning signal will be given after 3:00 p.m.

9. SCORE. TROPHIES AND CLASSIFICATION

9.1. The scoring system of the Spanish Sailing League will be published on the regatta website once the registration period has closed.
9.2. Trophies will be awarded to the top three ranked clubs in the league. Other trophies will be published in the TOA of each venue.
9.3. The places that Spain has in the European Sailing League will be occupied by the first classified of this Spanish Sailing League-State Lotteries and Betting Trophy.

10. RACING INSTRUCTIONS

December 13 to 15 – MRCYB Tests – Figaros
February 14 to 16 – El Arenal CN Tests – Bavaria B One

10.1.The sailing instructions will be published at least from the day before the first race of each event on the regatta website.

11. PRESS, IMAGES AND SOUND [NP][DP]

11.1. The boats will carry on board image and/or sound recording devices as well as positioning systems when provided by the organizing authority.
11.2. All participants will be available to the LEV press team at the end of each test for interviews by any means.
11.3. By registering for this regatta, the participating Clubs and sailors assign to the organizing authority without any type of compensation in exchange the right in perpetuity to use and show any type of recording related to the event in any medium, photography, sound, video, etc.

12. SUPPORT BOATS

12.1. One support boat per team will have free mooring in the marinas of the host clubs during the days of competition.
12.2. All support boats must be clearly identified with the Club to which they belong.
12.3.[NP][DP] All persons aboard team support vessels may be required to wear life jackets while afloat, and all vessels must be provided with an operational VHF transmitter for each vessel.
